Campaign Urges Mayor Brown to Block Colvin Church Demo

The Campaign for Greater Buffalo History Architecture and Culture has sent a letter, quoted in full below, to Buffalo Mayor Byron Brown urging that he direct Commissioner of Permit and Inspection Services James Comerford to rescind his issuance of a demolition permit, effective Monday, Dec. 31, 2012, to the owners of the former North park Baptist Church (later Temple Emanu-El) at Colvin and Tacoma avenues in North Buffalo.

Dear Mayor Brown,

At its meeting yesterday, the Buffalo Preservation Board found that the threatened former North Park Baptist Church at 375 Colvin Avenue qualified for designation as a city landmark. Only one of nine criteria need be met for designation; the board found that this building met five of the criteria. The board voted unanimously to designate the building as a landmark and scheduled a public hearing for January 10. The building is best known as the former Temple Emanu-El, the seat of the most significant rabbi within Conservative Judaism in the United States, Isaac Klein, from 1953 to 1968. The former Baptist congregation overextended itself on the grand building, and sold it in 1934 to congregation Emanu-El, led by Rabbi Joseph Gitin (upon his death in 2010 at age 104, Rabbi Gitin was believed to have been oldest Reform rabbi in the world).

Commissioner Jim Comerford has indicated he is "releasing" the historic building for demolition and issuing a demolition permit effective Monday, December 31 on a non-emergency basis. Such action would be taken with full knowledge and directly contrary to the Preservation Board.

This is an iconic building in North Buffalo, the demolition of which, the Preservation Board was informed, is opposed by many in the community. Councilmember Michael LoCurto informed the board that he is opposed to demolition and supports the formal designation of the building as a landmark. In addition, The Campaign for Greater Buffalo opposes the demolition and supports the desgnation of the site as a landmark.

That this should be happening during the holidays and after the owners cancelled an inspection of the building by the Preservation Board just hours before it was to take place (and, it seems, after Commissioner Comerford made the decision to issue the demolition permit), is of utmost concern. As indicated by the non-emergency status of the demolition permit, no health or safety reason exists for the building to be torn down.

You have in the past intervened to forestall demolitions of significant buildings and we must urge you once again to take immediate action and direct that this demolition permit be rescinded or delayed at least until the full Common Council has acted on the nomination.

5 killed in Oregon tour bus crash on I-84

LA GRANDE, Ore. (AP) ? A tour bus crash crashed Sunday on an icy stretch of interstate in Oregon, killing five people and injuring about 20 others, authorities said.

Police say the bus lost control around 10:30 a.m. on the snow- and ice-covered lanes of Interstate 84 in eastern Oregon. The bus crashed through a guardrail and went down an embankment a few hundred feet.

Rescue workers were using ropes to help retrieve people from the crash scene. State police said the charter bus was carrying about 40 people, but they did not say where the vehicle was traveling to or from.

The bus crash was the second fatal accident in Oregon on Sunday morning due to icy conditions. A 69-year-old man died in a rollover accident

State police have not released information on the company that owns the bus.

Moving site to the Windows Azure Web Sites

It was a year and half when last time I updated my web site. Sadly this is just one project I have where I can have some experience with web development. And because I really missed it, so I've put three things on my agenda:

  • Move domain from ru to com, so now my site is available on http://outcoldman.com.
  • Add support for mobile devices and make some minor changes.
  • Move site from masterhost to orcsweb. I have both of them for free, but second one gives better conditions, like more storage and better network bandwidth. And I like orcsweb, because these guys update their servers on next days after new .NET Framework ships.

But how you can understand from the topic I failed last task. Because orcsweb sets medium trust for shared sites ? this is a huge pain for developers. For example I met problems with using AntiXSS.

Windows Azure Web Sites

Azure Web Sites is still in preview. Azure gives you up to 10 Shared Web Instances for free. But if you want to use custom domains you need move instance to Paid Shared Instance Model, which will cost you about 10-15$ per month. I'm not sure about this, I still cannot understand how this will work if my instance will use CPU only for 1 minute in an hour. I will need to pay for whole hour or just for one minute?

Couple days ago also I saw an information that Web Sites now support .NET Framework 4.5. And this was the latest argument for Web Sites instead of orcsweb. Particularly I dreamed also about to try cloud.

I don't want to tell you how it was easy for me to create a Web Site Instance in Azure. Azure portal has really good documentation and a lot of videos about how to do this. I just want to say ? try it. If you don't have an account in Azure ? you can try free trial, which will ask you about credit card, but don't worry. You can set limit to 0$, so you will not need to worry about what will be when trial period will come to end or what if you will use more resources than Azure gives you for free. Each free shared web instance on Web Sites has domain name like x.azurewebsites.net, so it is very easy to use them to try something or show your project to world.

And this is really cool that you don't need to think a lot about settings. I just downloaded Publish Profile, which I imported to the ASP.NET MVC 4 project in Visual Studio (right click on project in solution explorer and choose Publish?). And that is it.

Mobile Devices support

I thought that this requires a huge amount of work. Because I remembered from ASP.NET ? you need to render your pages on server for mobile devices in special way if you want to support them. I was so surprised when I found that to do this you just need to add two things. Set viewport for mobile devices:

The easiest way is to take a look how ASP.NET MVC 4.0 defines its classes for mobile devices. This is really good example.

Moving domain

At first I specified for both of my domains that they should redirect to azure web site instance. After this I set two special rules for Url Rewriter in web.config. Url Rewriter is installed on Web Sites by default.

After this I found that it is really easy to change domain in Google Web Master and Google Analytics services. As I understand to do the moving right ? I will need also to find main referral pages in internet (Google Analytics can help me to do this) and change links on it (or ask owners to change them). And after this I can say good bye to my old domain.

What is next?

As I said I really missed web-development. So I have some plans to continue improving my web site. At first I want to refactor couple places in source code and publish it to GitHub. When I tried some new features, like Entity Framework and SQL Server CE I didn't try to do it well, I just tried it. And when I saw that it works ? I published it with thoughts that I will refactor this code in future. Very common situation, right?

One thing which I still cannot understand ? is how to analyzer log files from 0:/LogFiles/http/RawLogs/*.log. They have next format:

Hoops: Working out takes circular route - The Orange County Register

When Karl Lagerfeld introduced his ridiculously oversize hula hoop beach bag at a Chanel runway show in the fall, he inadvertently struck a pop-cultural chord.

Among the most talked about accessories to emerge from that season's shows, the beach bag seemed to have tapped into a newfound affection for the hula hoop, as a fashion statement and an exercise device.

Lynette Whiting, a.k.a. Lynette Hoopstasy, shows off an Astral Atomic Hoop hula hoop with rotating color LED's that she uses for shows as she demonstrates a hooping around her hand off the body exercise that is good for the arms by pushing back and forth and not straining the wrist for a great upper arm workout.

Where to go hooping

Finding a place to hula hoop, and hoop hard, in Orange County is like a aiming at a moving target. There's no 24 Hour Hooping Fitness gym, open all night. Instead, there are hooping communities and Facebook pages and Meetup pages. Once you're in that community, you'll be able to find out who teaches what, where, and then you can go swinging.

Here are a few people who teach classes:

Anderson Cooper, on his talk show, "Anderson Live," presented a mock version of the bag ? a quilted white case with handles made of actual hula hoops ? to his co-host, Alexa Chung.

Hula hoops have received other celebrity endorsements. Christie Brinkley was photographed hula-hooping in Times Square on Oct. 5 for World Smile Day, an event that promotes acts of kindness. Jimmy Fallon challenged Michelle Obama to a hula-hooping contest on "Late Night With Jimmy Fallon" in February, after she was photographed hooping on the White House lawn at her Healthy Kids Fair. And Marisa Tomei professed her love of hula-hooping on "The Ellen DeGeneres Show" in 2010, saying it "shimmied everything into place" for her role as a stripper in the film "The Wrestler."

Veteran hula-hoopers have long stood by its aerobic virtues.

"A lot of people are interested in hooping for its health benefits, which might get them hooked, but it's also such a fun way to do cardio," said Bex Burton, a hula hoop instructor who founded Sense of Motion, a Brooklyn-based company that teaches hula-hooping, Pilates and yoga.

Whiting, 24, took up hooping in college and has been teaching it for several years, having learned from the experts at Hoopnotica in Venice. She says she used to work at a gym and "would see people come in and just punishing themselves. I felt bad. I wanted to do something that was fun."

Many of her pupils now are parents of kids who take dance classes at Strong Studios. Some of her students swear they cannot, no matter how hard they try, hula hoop.

"It just makes me feel so happy when I see they're doing it, and they can't believe they're doing it," she said.

The key is getting the right-size hoop. Adult beginners should start with a larger hoop, say 40 to 44 inches in diameter. These are heavier than the kids' toys, and it doesn't take much hip action to get them going. As hoopers get better, they can work their way down to a 30-incher (a standard child size is 28 inches).

Whiting supplies the hoops, or students can bring their own. She doesn't use weighted ones, because in her class, hoopers are using them on their necks and bellies, and if a weighted hoop conks into you, it can hurt.

Whiting, who lives in Buena Park, believes in hooping so much that she's doing her grad-school dissertation on the psychological benefits of hoop dancing.

As with any exercise trend, accessories have proliferated.

"We just got in a beautiful prototype of a goatskin-covered hula hoop ? it's dark black leather with a nice grip," said Gabriella Redding, founder of Hoopnotica. In addition to selling hoops, fitness videos and other accessories, Hoopnotica certifies 300 instructors a year to teach what it calls hoop dance.

Sales at the 7-year-old company have grown an average of 30 percent each year and passed the $1 million mark last year, Redding said. Buyers include Stefan Pildes, a founder of Groovehoops, a hoop performance troupe in New York that offers classes at the 14th Street YMCA. Every Monday, about 30 students, ranging in age from 10 to 50, learn hoop tricks like the Swim and Walking the Dog.

"One of my constant quotes in class is if you're giggling, you're doing it correctly," Pildes said. "It's not about how graceful you are, or what trick you can do. It's about finding the joy in your workout."

Some students compare it to yoga.

"I can get into the groove. It's very meditative," said Geetika Agrawal, 34, an associate creative director at a digital agency in Manhattan. "I've started taking formal workshops and lessons so I can learn tricks."

Die-hard hoopers also are taking their passion outdoors, to concerts and giant group hoop sessions called "hoop jams" set to music. Devotees can be spotted in the subway with oversize hoop bags.

"Everyone is in their own hoop world at hoop jams," said Jenni Schwartz, 32, a graphic and Web designer in Manhattan. "But it's friendly at the same time, so I know I can always ask someone to teach me a new skill."

In Los Angeles, workplaces are embracing hooping as a healthy alternative to smoke breaks or trips to the vending machine.

Dina Strada, the manager of employee events at DreamWorks Animation, encourages the staff to take hoop breaks twice a day for 15 minutes. About 10 to 15 people partake, she said.

"Even on days where we're so crazed with work, we force each other to take a quick break," Strada said. "On really busy days, I can hoop and respond to emails at the same time."

Ministers counsel teachers on training ? The Nation

As 40,000 teachers wrap up the 2012 Millenium Development Goals (MDGs) in 109 centres nationwide on Saturday, the Education Minister, Prof Ruqayyat Ahmed Rufa?i has counselled them to put their new knowledge and pedagogical skills to good use in the classroom.

She was joined in admonishing the teachers by the Minister of State for Education, Chief Nyesom Wike, the Senior Special Assistant to the President on MDGs, Dr Precious Gbeneol, and the Lagos State Governor, Mr Babatunde Fashola, while flagging-off the programme last Friday at the Event Centre, Agidingbi, Lagos.

The training, being implemented by the National Teachers Institute (NTI), Kaduna, was organised for primary and junior secondary teachers teaching the four core subjects of English Language, Mathematics, Social Studies, Basic Science and Basic Technology. They will also be learning about language communication skills, effective classroom management, basic teaching methods, and information communication technology.

In her speech, Prof Ahmed Rufa?i said the workshop is part of the Continuing Professional Development of teachers ?which will assist and equip teachers to acquire, develop and refine their knowledge of subject matter and pedagogical skills for effective performance in the classroom. The re-training programme under the Millennium Development Goals (MDGs) was conceived to provide for the time-lag between pre-service training received by serving school teachers and the experience acquired during the service.?

She expressed confidence that participants would become better professionals afterwards.

Corroborating her, the Minister of State for Education, Chief Wike, said it would give teachers who did not get requisite training opportunity to update their skills, urging them to take the training seriously.

He said: ?The teacher who, for obvious reasons, could not afford to enroll for higher education is sure to be out of date with current trends in education practice. Unless such a teacher is supported through Continuing Professional Development Programmes (CPD) such as the MDGs workshops, he/she will not have any relevance in the present day classrooms. World over, the role of the teacher is gradually changing due to emerging trends and values in the society. It is in realization of this that the Federal Ministry of Education is committed to the re-training of teachers in order to continue to have qualitative teachers for our schools, most especially primary and junior secondary schools.?

Director-General of NTI, Dr Aminu Ladan Sharehu said the training is being funded from the Debt Relief Grant through the MDG Office.

He expressed confidence in the quality of resource persons and training manuals, which he said would ultimately help teachers improve learning outcomes of their pupils if they make good use of them.

?The workshop training manuals are self-instructional in nature, and the Institute, being an active and strong member of the consortium of Teacher Education in Sub-Saharan Africa (TESSA) anchored by the National Open University, UK, has developed and integrated some TESSA modules into the re-training manuals in order to enrich them with numerous activities that are very vital in assisting to improving the performance of primary and junior secondary school teachers. These manuals will equally remain as reference and resource materials for teachers even after the workshops,? he said.

On her part, Dr Gbeneol said the MDGs office, has been able to train over 700,000 teachers from the debt relief grants since 2006.

?It is on record that during the first edition of the training programme in 2006, the institute trained 141,144 teachers across the nation. In the next edition of the programme which was held in 2008, another set of 156,592 teachers were trained. In 2009, a total of 120,000 teachers were also trained. In 2010, 140,000 teachers were trained while 125,000 teachers of both primary and junior secondary schools were trained in the year 2011. As the institute sets out to train another batch of 40,000 teachers this year, it is expected that 722,736 Nigerian teachers would have received the training since inception,? she said.

Thanking NTI for mounting quality workshops for teachers, Fashola, who was represented by the Lagos State Commissioner for Education, Mrs Olayinka, Oladunjoye said the state would partner with the Institute to improve its teachers.

Asia stocks rise as Japan gets new government

BANGKOK (AP) ? Asian stock markets rose Wednesday as traders snapped up stocks before the end of the year, while the Tokyo benchmark hit a nine-month high after a new, pro-business government prepared to assume leadership in a country plagued for years by economic lethargy.

Japan's Nikkei 225 index surged 1.5 percent to close at 10,230.36 as a further weakening yen gave momentum to the country's major exporters. That was its highest close since March 27.

Incoming Prime Minister Shinzo Abe has put pressure on the Bank of Japan to raise its inflation target from 1 to 2 percent to extricate the country from two decades of deflation ? continually dropping prices ? which has deadened economic activity.

Abe named a new Cabinet on Wednesday, following the resignation of Prime Minister Yoshihiko Noda's government. Abe has urged the central bank to take steps to dampen the strength of the country's currency. A strong yen has hobbled big exporters like Toyota by eroding the value of repatriated earnings and making Japanese products more expensive overseas.

Abe has also called for aggressive public works spending to invigorate a languid economy.

South Korea's Kospi rose marginally to 1,982.25. Stocks in mainland China, Singapore, Indonesia and the Philippines also rose. The gains were reflective of investors with extra cash wanting to avoid missing out on an end-of-the-year rally.

"People want to get invested. In previous years, we've seen good rallies around the end of the year," Hong Kong-based analyst Andrew Sullivan said in a recent interview.

Markets in Hong Kong, Australia and New Zealand were closed for holidays. Most markets in Europe reopen Thursday.

Among individual stocks, Japan's Fujitsu Ltd. rose 4.1 percent. Sharp Corp. soared 15.4 percent.

Yonhap News Agency said South Korean mobile carriers fell after being fined for discriminative subsidies. SK Telecom Co., South Korea's top mobile carrier, fell 0.6 percent.

On Wall Street on Monday, the last day of trading before Christmas, stocks fell on concern that time is running out for lawmakers to reach a budget deal to avoid the U.S. going over the "fiscal cliff." U.S. stock markets reopen Wednesday.

For weeks, discussions between the White House and Congress over a budget deal have been the main driver in markets. If a deal isn't reached by the start of 2013, automatic spending cuts and tax increases worth hundreds of billions of dollars will be imposed ? which many economists think could push the U.S. economy back into recession.

Benchmark oil for February delivery rose 45 cents to $89.06 per barrel in electronic trading on the New York Mercantile Exchange. The contract closed down 5 cents to $88.61 a barrel on the Nymex on Monday.

In currencies, the euro rose to $1.207 from $1.3192 late Monday in New York. The dollar rose to 85.36 yen from 84.23 yen.

Pandora Radio (for iPad)


Pandora Radio, one of the most recognized names in the streaming music service space, brings its large library and Music Genome Project-powered song recommendation engine to the iPad?. The free, ad-supported Pandora Radio (also available as a $36 per year, ad-free Pandora One premium service) competes with other streaming music players including the likes of Slacker Radio?and Spotify?to win over your ear, but manages to fall short of their class-leading standards by missing numerous features.

The (Very Basics)
Pandora Radio for iPad has an incredibly basic interface. That's not just in terms of the simple four-pane interface, but the visual design as well. The app has the blandest user interface of all streaming iPad music apps; in fact, it is easy to mistake it for the iPad's settings menu at a quick glance. Appearance isn't everything, but it does count for something and that's where Slacker, Songza, and others succeed.

I have a small gripe that may not be of consequence to the iPad music listening public?Pandora lacks dedicated volume controls. Considering the extra real estate that the iPad affords, it's surprising not to see volume icons/sliders to manipulate sound. I recently damaged my tablet's physical volume keys, so it was quite annoying to dig into the iPad's settings when I wanted to raise or lower the sounds.

The Pandora for iPad Experience
That said, music is the heart of Pandora for iPad. You start by logging in with your Pandora credentials or creating a new username and password from scratch. You then key a song, artist, or composer name into the search box to create a station based around the selection. Keying in "Thriller" created a station full of '70s and '80s hits that featured the likes of "Stayin' Alive" and "Eye of the Tiger." Deee-Lite's "Groove is in the Heart" house/dance track seemed out of place in the mix. That's a small matter as Pandora gives you the tools to customize the experience. You can up-vote and down-vote sounds that you love or hate, which customizes the audio delivered to your headphones. As a song plays, Pandora for iPad displays an artist biography, but there's no option to view lyrics?a major downer. It also lacks individual album reviews. Slacker for iPad has both of these features. You can, however, bookmark individual tracks and artists. There is a drawback associated with it?there's no visual indication that the bookmark was added successfully.

Pandora streamed crisp over my home and office network connections. Unless you're a true audiophile, Pandora's sound quality should satisfy, especially when the audio is pumped through the iPad or desktop speaker. Music is interspersed with the occasional audio (there are isual display ads as well). Upgrading to a premium account removes the ads. You can't rewind or repeat songs, but you can skip six tracks per hour per station (for up to a dozen total skips per day across all stations)

Upgrading to the $36 per year Pandora One (it's cheaper than Slacker Radio's $47.88 Slacker Radio Plus premium edition) removes the daily skip limit, but you're still limited to six skips per hour, though.

Should You Tune Into Pandora for iPad?
If you already subscribe to Pandora One on the desktop, downloading this free app is a no-brainer. Others who demand more flexibility should check out its rivals?Slacker Radio and Spotify?which have lyrics, on-demand song playback, and less skip restrictions.

Canada?s non-profit sector plays a vital role in the health of individuals and the entire community (see, for instance, the Wellesley Institute paper?Reducing Disparities and Improving Population Health: The role of a vibrant community sector), so there is a great deal of interest in the role of social finance, including social impact bonds, in strengthening non-profits and improving their effectiveness in delivering services. The news that?RBC has donated $1 million?over five years to MaRS Centre for Impact Investing to help build its social finance capacity, along with the?growing interest by the federal government in social finance, has added to the excitement. There are a growing number of social finance projects in Canada, from the?community bonds used to finance Toronto?s Centre for Social Innovation?to VanCity?s?Resilient Capital program?? and a great many initiatives underway in the UK and the United States.

Social finance is not a magic solution for every non-profit and all social issues. Virtually all social finance experts warn that social finance (including social impact bonds, community bonds, tax-exempt bonds and other innovative financial tools) are not a substitute for government social investments. Ongoing government investments in health, housing, education and social programs are critical for the health and well-being of individuals and for the population health of the entire country. Social finance should not be used as a back-door to privatize or downgrade necessary public services. Canadians will continue to expect, and rely on, vital public services delivered through public programs.

The non-profit sector has been battered in recent years by uncertainty and funding cuts from the government and from charitable donors, and this has had a real impact on the ability of the sector to deliver necessary services ? especially since 2008 as the recession has forced an increase in demand for many services delivered by non-profits. Our research over the years has demonstrated the growing financial and regulatory burden on non-profits (We Can?t Afford to Do Business this Way?and?Canada?s Non-Profit Maze). The sector is being forced to rely more and more on ?earned income?, everything from fees and services charged to the clients to social enterprise and other forms of revenues. There is a limit to the ability of non-profits to support their work through earned income. In? addition, governments tend to favour short-term project-based funding (pilot projects) versus sustainable long-term funding for necessary social initiatives.

Non-profit and community-based organizations that provide health, housing and social services play a vital role in the health of individuals and the entire community ? and make an important impact in terms of the economy and employment. For instance,Stats Canada?s analysis for the non-profit sector?shows that non-profits contribute almost ten times more to the national GDP than motor vehicle manufacturing.

Social finance can provide some financial certainty and stability to the operations of non-profits and help them to achieve greater effectiveness and impact and deserves serious attention. In the US and UK, in particular, there have been a growing number of social finance pilot projects that have generated capital or operating income to non-profits by raising private capital. Often, the rate of return for the investor is based on a social outcome (for instance, the social impact bond in the UK for Peterborough prison will pay investors a higher rate of return if the recidivism rate amongst the men leaving the jail is lowered to certain set targets). There are a variety of social finance tools ? social finance bonds, tax-exempt bonds, community bonds, and other forms of ?impact investing?. A common theme is what is called ?pay for success? ? ie. a contract is made between the potential investor and a financial intermediary that a certain social outcome will generate a particular rate of return.

There are plenty of social policy areas where a social impact bond or other social financing makes sense. However, government social investments and public services are required as a critical components of a healthy and civilized society.

Fiscal cliff: Impasse on tax rates is big hurdle

(AP) ? House Republicans' hard line against higher tax rates for upper-income earners leaves re-elected President Barack Obama with a tough, core decision: Does he pick a fight and risk falling off a "fiscal cliff" or does he rush to compromise and risk alienating liberal Democrats?

Or is there another way that will allow both sides to claim victory?

Obama has been silent since his victory speech early Wednesday morning, but is set to weigh in Friday in remarks at the White House.

Capitol Hill Republicans, meanwhile, vow to stand resolutely against any effort by the president to fulfill a campaign promise to raise the top two income tax rates to Clinton-era levels. A battle would set the tone for the start of the president's second term.

"A 'balanced' approach isn't balanced if it means higher tax rates on the small businesses that are key to getting our economy moving again," House Speaker John Boehner, R-Ohio, said on Wednesday. "Raising tax rates is unacceptable," he declared Thursday on ABC. "Frankly, it couldn't even pass the House. I'm not sure it could pass the Senate."

A lot is at stake. A new Congressional Budget Office report on Thursday predicted that the economy would fall into recession if there is a protracted impasse in Washington and the government falls off the fiscal cliff for the entire year. Though most Capitol-watchers think that long deadlock is unlikely, the analysts say such a scenario would cause a spike in the jobless rate to 9.1 percent by next fall.

The analysis says that the cliff ? a combination of automatic tax increases and spending cuts ? would cut the deficit by $503 billion through next September, but that the fiscal austerity also would cause the economy to shrink by 0.5 percent next year and cost millions of jobs.

The new study estimates that the nation's gross domestic product would grow by 2.2 percent next year if all Bush-era tax rates were extended and would expand by almost 3 percent if Obama's 2 percentage point payroll tax cut and current jobless benefits for the long-term unemployed were extended as well.

All sides say they want a deal ? and that now that the election is over everyone can show more flexibility than in the heat of the campaign.

Obama will address the issue Friday though he's not expected to immediately offer specifics. His long-held position ? repeatedly rejected by Republicans ? is that tax rates on family income over $250,000 should jump back up to Clinton-era levels. Republicans say they're willing to consider new tax revenue but only through drafting a new tax code that lowers rates and eliminates some deductions and wasteful tax breaks. And they're insisting on cuts to Medicare, Medicaid and food stamps, known as entitlement programs in Washington-speak.

The White House's "opening position is, 'We're willing to do big entitlement cuts. In return we need you to go up on the rate,'" said Democratic lobbyist Steve Elmendorf. "Then they're going to get into a discussion. It'll be a process."

The current assumption is that any agreement would be a multi-step process that would begin this year with a down payment on the deficit and on action to stave off more than the tax increases and $109 billion in across-the-board cuts to the Pentagon budget and a variety of domestic programs next year.

The initial round is likely to set binding targets on revenue levels and spending cuts, but the details would probably be enacted next year.

"What we can do is avert the cliff in a manner that serves as a down payment on ? and a catalyst for ? major solutions, enacted in 2013, that begin to solve the problem," Boehner said.

While some of that heavy work would be left for next year, a raft of tough decisions would have to be made in the next six weeks. They could include the overall amount of deficit savings and achieving agreement on how much would come from revenue increases and how much would be cut from costly health care programs, the Pentagon and the day-to-day operating budgets of domestic Cabinet agencies.

Democrats are sure to press for a guarantee that tax reform doesn't end up hurting middle-income taxpayers at the expense of upper-bracket earners. Republicans want to press for corporate tax reform and a guarantee that the top rate paid by individuals and small businesses goes down along the way.

While some Democratic partisans want Obama to play tough on taxes and use his leverage to force Republicans to accept higher rates on the wealthy, Republicans warn that such hardball would poison the well even before Obama takes the oath of office and imperil prospects for second-term Obama initiatives including immigration reform.

Another idea is to raise revenue from the wealthy but not through higher income tax rates. Instead, policymakers could cap the amount of itemized deductions that the wealthy might be able to claim, an idea that's in Obama's budget and was a suggestion of Mitt Romney in the campaign.

"There is more than one way to bell the cat. So why are people so fixed on the 39.6 (percent rate)? It's because of the progressivity of the code," said Sen. Kent Conrad, D-N.D., on CNBC on Thursday. "You can accomplish that same progressivity with lower rates if you broaden the (tax) base in a way that's progressive."

Other items on the agenda for the lame duck session include a multi-year farm bill, legislation to reform the Postal Service, and a renewal of Medicare payment rates for doctors.

Amtrak to resume some service in the Northeast

(AP) ? Amtrak says it will resume some service in the Northeast on Wednesday, but flooded train tunnels continue to prevent service to and from New York's Penn Station.

The railroad said late Tuesday that modified service between Newark, N.J., and points south will resume on Wednesday. That includes restoring Virginia service to Lynchburg, Richmond and Newport News, Keystone trains in Pennsylvania and Downeaster service between Boston and Portland, Maine.

However, Amtrak said in a statement that the amount of water in train tunnels under the Hudson and East rivers is unprecedented, preventing service to New York. There will be no Northeast Regional service between New York and Boston and no Acela Express service for the entire length of the Northeast Corridor. No date has been set for resumption of service.

Free foods have less than 20 calories and 5 grams of carbohydrate per serving. Find out how to use these low-calorie and low-carb foods as healthy diabetic snacks to get you through between-meal cravings or add flavor to dishes.

Free Foods for People with Diabetes
When you have the munchies but no calories or carbohydrate grams to spare, get your fix with a free-food snack. A free food, as defined by the American Diabetes Association (ADA), is any food, drink, condiment, or seasoning that contains less than 20 calories and 5 grams or less of carb per serving.

ADA guidelines suggest you can eat up to three free-food servings per day without counting them in your diabetes meal plan. Do spread them out through the day. The small amount of carb they contain should have little impact on your blood glucose.

Before eating free foods, keep in mind that:

? Eating three free-food snacks with about 20 calories each adds up to 60 extra calories, which could ultimately impact your waistline and efforts to lose weight if you include free foods every day.

? Free foods, other than small amounts of some fruits and vegetables, contain few to no calories and minimal to no nutrition.

Video game with biofeedback teaches children to curb their anger

ScienceDaily (Oct. 24, 2012) ? Children with serious anger problems can be helped by a simple video game that hones their ability to regulate their emotions, finds a pilot study at Boston Children's Hospital. Results were published online October 24 in the journal Adolescent Psychiatry.

Noticing that children with anger control problems are often uninterested in psychotherapy, but very eager to play video games, Jason Kahn, PhD, and Joseph Gonzalez-Heydrich, MD, at Boston Children's Hospital developed "RAGE Control" to motivate children to practice emotional control skills that they can later use in challenging life situations.

The fast-paced game involves shooting at enemy spaceships while avoiding shooting at friendly ones. As children play, a monitor on one finger tracks their heart rate and displays it on the computer screen. When heart rate goes above a certain level, players lose their ability to shoot at the enemy spaceships. To improve their game, they must learn to keep calm.

"The connections between the brain's executive control centers and emotional centers are weak in people with severe anger problems," explains Gonzalez-Heydrich, chief of Psychopharmacology at Boston Children's and senior investigator on the study. "However, to succeed at RAGE Control, players have to learn to use these centers at the same time to score points."

The study, led by first author Peter Ducharme, MSW, a clinical social worker at Boston Children's, compared two groups of 9- to 17-year-old children admitted to the hospital's Psychiatry Inpatient Service who had high levels of anger. To qualify for the study, the children had to have a normal IQ and not need a medication change during the five-day study period.

One group, with 19 children, received standard treatments for anger including cognitive-behavioral therapy, presentation of relaxation techniques and social skills training for five consecutive business days. The second group, with 18 children, got these same treatments, but spent the last 15 minutes of their psychotherapy session playing RAGE Control.

After five sessions, the video gamers were significantly better at keeping their heart rate down. They showed clinically significant decreases in anger scores on the State Trait Anger Expression Inventory-Child and Adolescent (STAXI-CA), and specifically on:

  • the intensity of anger at a particular time
  • the frequency of angry feelings over time
  • expression of anger towards others or objects.

The gamers also had a decrease in suppressed, internalized anger that reached marginal statistical significance. In contrast, the standard-treatment group showed no significant change from baseline on any of the above measures.

The video gamers gave their therapy experience high marks for helpfulness (5 to 6 on a scale of 7). "Kids reported feeling better control of their emotions when encountering day to day frustrations on the unit," says Ducharme. "While this was a pilot study, and we weren't able to follow the kids after they were discharged, we think the game will help them control their emotions in other environments."

More studies in progress

The investigators are now conducting a randomized, controlled clinical trial of RAGE Control in the outpatient clinic at Boston Children's that adds a cooperative component. The children team up with a parent for 10 game sessions at the clinic; if either the parent's or the child's heart rate goes up, neither of them can shoot, forcing them to help calm each other. The research team plans another clinical trial to test whether letting children take RAGE Control home, to play with parents and siblings, will increase its effect.

In addition, Kahn is spearheading a team effort to develop toys to enhance emotional regulation skills in children too young for RAGE Control. These toys include racing cars that stop if a child gets too excited and, for even younger children, a cooperative game where children try to help each other stack blocks (if heart rate goes up, the table becomes wobbly and the blocks topple).

Assange says to stay in embassy until U.S. backs off: CNN

LONDON (Reuters) - Wikileaks' founder Julian Assange said on Thursday the United States would have to give up its "immoral" investigation into his whistle blowing website before he considered leaving the confines of the Ecuadorean embassy in London.

Assange has been sheltering in the embassy since June to avoid extradition to Sweden to face rape and sexual assault allegations. Britain says it is obliged to send him to Sweden and will not let him to go to Ecuador, which has given him asylum.

His lawyers and the Ecuador government fear that travelling to Sweden could lead to the 41-year-old Australian's extradition to the United States, where he could face charges stemming from Wikileaks' publication of thousands of U.S. diplomatic cables.

Challenged in a CNN interview in the embassy that he could not stay there forever, Assange said:

"I think we need the U.S. government to drop its investigation ... It's an immoral investigation. It breaches the First Amendment. It breaches all the principles that the United States government says that it stands for and it absolutely breaches the principles that the U.S. founding fathers stood for and which most of the U.S. people believe in."

Ecuador wants Britain to give Assange written guarantees that he would not be extradited from Sweden to any third country. Assange fears he could face inhumane treatment in the United States.

"There's an attempt to extradite me without charge and without evidence, allegedly for the purpose of questioning," he said. "All meanwhile, the FBI has been engaged in building this tremendous case."

In the interview, Assange likened life in the embassy to "living on a space station".

"There's no natural light," he said. "You have got to make all your own stuff. You can't go out to the shops."

"But I've been in solitary confinement. I know what life is like for prisoners - it's a lot better than it is for prisoners."

Earlier on Thursday, Wikileaks began publishing what it said were more than 100 U.S. Defense Department files detailing military detention policies in camps in Iraq and at Guantanamo Bay in the years after the September 11 attacks on U.S. targets.

General Motors insourcing: One off or trend? - Inside Outsourcing

One of the big stories recently concerning outsourcing IT is one about doing the opposite. GM is in the process of insourcing its currently heavily outsourced IT.

The plot gets even thicker when you look at GM's outsourcing CV. It is the company that basically created EDS. GM originally bought EDS as its internal IT department before spinning it out as a separate company. It continued to buy services from EDS. Then EDS was acquired by HP and now, a few years down the line, GM is bringing almost everything in-house.

GM has already recruited 3000 workers from HP to help the transition.

So GM is a bit of a pioneer when it comes to IT outsourcing. But is GM's pioneering insourcing going to be copied by others?

I am working on an article about this so thought I would ask people whether they thought insourcing would become a trend. Below is a sample of some of the responses so far. Please tell me what you think.

Mark Lewis, head of outsourcing at law firm Berwin Leighton Paisner, says GM's decision will not be repeated across the industry.

He said there are broadly three drivers for a move to insource: Suppliers messing up, short tern tactical needs, and strategic goals.

He said if suppliers mess up or things like offshoring models aren't working businesses can pull back work out of necessity. They could also pull work in-house for tactical reasons, for example in the interim if they wanted to change suppliers and there may be a more strategic reasons such as it wants to focus its IT attention on developing systems specific for its business.

He said he would be surprised if any company in-sourced things like back office work.
Douglas Hayward, analyst at IDC, says the pendulum is swinging towards insourcing but only marginally

"GM insourcing is not a one off but won't be a trend. Only some large organisations can do it."

He says big businesses can create opportunities for themselves through IT, which they would not get from suppliers. This is because suppliers rarely go beyond what they are contracted to do. "We have not reached the stage where supplier services are fully trusted to be on time, to budget with creativity and proactivity.

He said insourcing might become more common if suppliers change their attitudes and become more proactive and business orientated.

U.S. to study cancer risks near 6 nuclear plants

The U.S. Nuclear Regulatory Commission announced plans Tuesday to launch a pilot epidemiological study of cancer risks near six nuclear power plants, including San Onofre Nuclear Generating Station in north San Diego County.

The commission is acting out of growing concern that using uranium to produce electricity may be dangerous even without accidents at nuclear plants. In addition, recent epidemiological studies in Germany and France suggest that the children living near nuclear reactors are twice as likely to develop leukemia.

The U.S. study will be conducted by the National Academy of Sciences, which will also help the commission determine whether to extend the study to all 65 U.S. nuclear power plants and certain nuclear fuel sites.

The pilot study will investigate cancer rates in each census tract within a 30-mile radius of the nuclear facilities, and assess cancers in children younger than 15 whose mothers lived near a nuclear facility during pregnancy. About 1 million people live within five miles of operating nuclear plants in the United States, and more than 45 million live within 30 miles, nuclear regulatory officials said.

The study will cost about $2 million and is to begin later this year, with the results available in 2014, commission spokesman Scott Burnell said. Before beginning, researchers will meet with communities near the plants to explain how the study will be conducted, Burnell said.

The academy chose sites that provide a broad representation of engineering designs and operating histories in states that have a variety of data retrieval systems in cancer registries.

The study area around the San Onofre Nuclear Generating Station, which has been out of commission since January because of equipment problems, encompasses 2.4 million people in more than 50 cities, including Laguna Beach, Huntington Beach, Costa Mesa, Santa Ana, Tustin, Lake Elsinore, Temecula, Oceanside, Escondido, Solana Beach and Camp Pendleton.

The last time officials assessed cancer rates near nuclear power plants was in 1990. The National Cancer Institute studied cancer risks posed by the 104 licensed reactors the commission governed at that time. The study concluded that the health risks, if any, were too small to be measured.

The commission has been relying on the results of that study ever since to inform the public about cancer mortality rates near nuclear reactors.

"I'm very pleased about this pilot study," said Roger Johnson, a retired neuroscience professor and member of the nonprofit environmental group San Clemente Green, which has raised safety and health concerns about San Onofre.

"Most people are focused on accidents at nuclear power plants," Johnson said. "They don't realize that they store tons of radioactive material and emit low levels of radioactive waste into the atmosphere."
