CAIRO (AP) ? A professor from American University in Cairo says discovery of prostate cancer in a 2,200-year-old mummy indicates the disease was caused by genetics, not environment.
The genetics-environment question is key to understanding cancer.
AUC professor Salima Ikram, a member of the team that studied the mummy in Portugal for two years, said Sunday the mummy was of a man who died in his forties.
She said this was the second oldest known case of prostate cancer.
"Living conditions in ancient times were very different; there were no pollutants or modified foods, which leads us to believe that the disease is not necessarily only linked to industrial factors," she said.
A statement from AUC says the oldest known case came from a 2,700 year-old skeleton of a king in Russia.

INDIANAPOLIS (AP) ? Even the usually dour Bill Belichick was joking around as the New England Patriots arrived in Indianapolis for Super Bowl week.
At his opening news conference Sunday night, Belichick was asked if he expected some Hoosier hospitality.
"I never had too much hospitality here," he said, noting that the Patriots aren't exactly popular in Colts country, "until I went for it on fourth-and-2."
His gamble on that play at the New England 28 with 2:08 to go failed and led to the Colts' winning field goal in a 2009 regular-season game.
"Fans greeted us lots more and were awfully friendly" after that, he added.
All-Pro receiver Wes Welker wasn't familiar with the term when asked the same question.
"What is Hoosier hospitality? What does that consist of?" Welker asked to laughs before getting a full explanation from a local television reporter. "I think it will be a little strange practicing at the Colts' facility. I don't know how many people like that, but we'll be calm and polite and not try to rub it in, so I hope everyone is appreciative of it."
Belichick, dressed in a suit ? no hoodie for the coach this time ? also said All-Pro tight end Rob Gronkowski is "day to day" with a high left ankle sprain for next Sunday's NFL title game against the New York Giants. Gronkowski has been wearing a walking boot since being injured in the AFC title game.
"You've got to prepare for every one of these situations that come up," quarterback Tom Brady said of the possibility Gronkowski will be limited or sidelined. "You always have to have some contingency plans."
Brady knows the Giants will bring lots of heat with their pass rush, but for now he was more comforted by not having to face a local rival who frequently has put Brady on his back.
"I see Dwight Freeney's picture up there (on the stadium)," Brady said. "When you come to Indy and don't have to play him, we are very fortunate for that."
The Patriots drew about 25,000 fans to Gillette Stadium earlier Sunday for what Brady termed "a pep rally." Team owner Robert Kraft, who has had an emotional year ? his wife passed away last July and he was instrumental in resolving the NFL's lockout of the players ? was thrilled by the turnout.
"We had 25,000 people come to our stadium today to send the team off," Kraft said. "At the stadium today it was so special, the time we are in now, to have 25,000 of our fans cheer our team is a very emotional experience."
This is Kraft's sixth Super Bowl as owner, and he vividly recalled the days when the team was lucky to draw 25,000 for a game.
"I sat with those crowds. I sat in the stands for 34 years and we had one home playoff game, in 1978, which we lost to Houston," Kraft said. "And last Sunday, we were privileged to host our 15th playoff game."

BOSTON ? U.S. Sen. Scott Brown released his military service record Saturday documenting the more than three decades he has served in the Army National Guard.
The records include his promotions, awards and officer evaluation reports, which offer high praise of Brown's service during the Massachusetts Republican's years in the military.
An officer evaluation report from 1985 was typical, describing Brown as "a young and aggressive officer."
"He is self-motivated and learns very fast. He has the potential to be promoted to a position with greater responsibilities," the report said.
Brown, a member of the Armed Services Committee, is facing a tough re-election campaign.
His office said the documents show the reason he was passed up for a Guard promotion to lieutenant colonel in the Judge Advocate General Corps in 2003 and 2004 was due to a missing document in his file.
Brown's office described the failure to include the document ? which showed that he had completed the necessary Command and General Staff Office Course ? as an administrative oversight. They noted that after Brown appealed to show that he had completed the required military education, he received the promotion in 2006.
The same oversight caused the Army National Guard to place Brown into the Retired Reserve from July 2005 through December 2005, his office said.
Brown first enlisted in the Massachusetts Army National Guard in 1979.
"I am proud of my 32 years of service in the Army National Guard," he said in a statement accompanying the documents. "The Guard has profoundly impacted my life, and I credit those I have served with for inspiring me to be a better man, and a better servant of my country."
The documents did not include Brown's military medical records, which he said he plans to release when the military provides a copy.
Brown's office said he has never requested a transfer during his military service and that every transfer he received was ordered by the Massachusetts National Guard Adjutant General.
The awards Brown received include a Meritorious Service Medal, an Army Commendation Medal, an Army Achievement Medal and Army Parachutist Badge.
Brown, who also serves on the Senate Homeland Security and Veterans Affairs committees, has said his service in the military has helped inform his work as an elected official.
He pointed to a recent proposal he sponsored that he said was designed to protect housing benefits for National Guard members deployed overseas.
Brown recently hosted a field hearing of the U.S. Senate Committee of Veterans Affairs to address what he said was the unprecedented claims backlog at the Department of Veterans Affairs, and the difficulty that returning veterans face as they try to enter to the workforce.
Last August, Brown participated in a weeklong training session in Afghanistan, spending most of his time in Kabul, where he lived, ate and trained with other troops, according to his office. It was his first time serving in a combat zone.
He was a key vote to end the so-called "don't ask, don't tell" policy that had prevented gay soldiers from serving openly in the military.
Brown won a special election in 2010 to fill the seat held for nearly half a century by Democratic Sen. Edward Kennedy until his death from brain cancer.
His chief Democratic rival this year is Harvard professor and consumer advocate Elizabeth Warren. Polls show the two locked in a tight race.
The two recently signed an agreement designed to discourage outside, third-party groups from running attack ads in the race, which could end up being the most expensive campaign in Massachusetts history.

NEW YORK (Reuters) ? Stocks slipped on Friday as data showed the U.S. economy grew less than expected in the fourth quarter, while some disappointing earnings added pressure to the market.
Government data showed U.S. gross domestic product expanded at its fastest pace in 1-1/2 years in the fourth quarter of 2011 but fell shy of expectations. A strong rebuilding of inventories and weak spending by businesses pointed to slower growth early this year, denting recent optimism about an improving economy.
But losses were curbed as Federal Reserve statements this week and economic data kept investors alert for the possibility of another round of monetary stimulus known as quantitative easing, or QE3.
"Out of what the Fed said, you can expect some negative numbers because the Fed obviously saw what the GDP numbers are and they anticipate a slowdown," said Sean Kraus, chief investment officer at CitizensTrust in Pasadena, California.
If the Fed does resort to QE3 to stimulate growth, investors "don't want to be caught flat-footed and be out of risky assets," Kraus said.
Chevron Corp (CVX.N) fell 3.1 percent to $103.26 and was the biggest drag on the Dow after the No. 2 U.S. oil company posted lower earnings, missing Wall Street forecasts. The NYSEArca oil index (.XOI) lost 0.7 percent.
The Dow Jones industrial average (.DJI) dropped 60.06 points, or 0.47 percent, to 12,674.57. The Standard & Poor's 500 Index (.SPX) dipped 2.69 points, or 0.20 percent, to 1,315.74. The Nasdaq Composite Index (.IXIC) gained 7.46 points, or 0.27 percent, to 2,812.74.
Procter & Gamble Co (PG.N) dipped 0.7 percent to $64.35 after said this year's profit would come in lower than previously expected due to the strong dollar.
Ford Motor Co (F.N) shares fell 1.7 percent to $12.52 after the carmaker reported a lower-than-expected fourth-quarter profit on higher commodity costs and losses in Europe and Asia.
Network equipment makers Juniper Networks Inc (JNPR.N) and Riverbed Technologies Inc (RVBD.O) gave first-quarter outlooks after the close Thursday that were below expectations. Juniper fell 3.9 percent to $21.50 while Riverbed plunged 22.4 percent to $23.22.
According to Thomson Reuters data, 58.7 percent of 184 S&P 500 companies reporting earnings through Friday have topped analysts' estimates, below the beat rate of about 70 percent seen at this stage of earnings season in recent quarters.
Utilities moved lower after results from American Electric Power (AEP.N), off 2.9 percent to $40.07, and Dominion Resources (D.N), down 0.8 percent to $50.44. The S&P utilities index (.GSPU) fell 1.1 percent.

About 7 percent of adults and teens in the United States are orally infected with the human papillomavirus, or HPV, a new study says. This represents about 14.9 million people.
More men are affected than women: About 10 percent of men ages 14 to 69 have an oral HPV infection, compared with 3.6 percent of women, the study showed.
Oral HPV infections cause some oropharyngeal cancers, or cancers of the tongue, the tonsils or back of the mouth. People who are infected with the strain HPV 16 are 14 times more likely to develop these cancers compared with those not infected with the virus.
The new findings were "reassuring," according to study researcher Dr. Maura Gillison, chair of cancer research at The Ohio State University , because they show that while oral infection with the virus is common, cancer cases as a result of these infections are rare. In other words, most infected people don't get cancer. The American Cancer Society estimates there will be about 40,000 new cases of cancer of the oral cavity and pharynx in 2012.
The findings also show oral HPV infections are, for the most part, sexually transmitted. People who reported engaging in oral sex were twice as likely to have an oral HPV infection as those who did not engage in oral sex. People who had had sex of any kind, including vaginal sex or oral sex, were eight times more likely to have an oral HPV infection than those who had not had sex. Among those who'd had 20 or more sexual partners, one in five had an oral HPV infection.
"Taken together, these data indicate that transmission by casual, nonsexual contact is likely to be unusual," the researchers wrote in their study.
However, there are clues HPV may also spread by kissing. Oral HPV infections were more common among sexually experienced people who had not engaged in oral sex than among sexually inexperienced individuals, a finding that is "consistent with transmission by other sexually associated contact (eg, deep kissing)," the researchers wrote in their study.
"This study of oral HPV infection is the critical first step toward developing potential oropharyngeal cancer prevention strategies," Gillison said. "This is clearly important, because HPV-positive oropharyngeal cancer is poised to overtake cervical cancer as the leading type of HPV-caused cancers in the U.S."
More studies are needed to know whether the HPV vaccine effectively prevents oral HPV infections, the researchers said. Currently, the vaccine is recommended to prevent cervical cancer, anal cancer and genital warts.
How common is oral HPV?
Between 1998 and 2004, incidence of new cases of oropharyngeal cancer in the United States more than tripled (from 0.8 cancers per 100,000 people to 2.6 cancers per 100,000 people).
Despite the rise, little was known about the prevalence of oral HPV infection, and the characteristics of those who have it.
In the new study, Gillison and colleagues analyzed data from more than 5,500 men and women in the United States. Participants answered questions about their sexual behavior and substance use. They were also asked to gargle mouthwash for 30 seconds, and cells that were exfoliated into the rinse were analyzed for evidence of HPV infection.
The researchers found HPV in the cells of 6.9 percent of the participants, and HPV 16 in 1 percent.
The infection was most common among those ages 60 to 64 years, (at 11.4 percent), and those ages 30 to 34 (at 7.3 percent).
Physicians should encourage their patients who engage in oral sex to use barrier protection, Dr. Hans P. Schlecht, of the Drexel University College of Medicine, Philadelphia, wrote in an editorial accompanying the study.
Smokers and alcohol users also had a high prevalence of HPV. About 20 percent of those who said they smoke 20 or more cigarettes per day had oral HPV infection.
More research
It's not clear why oral HPV infection was more common among men than women. It could be that HPV is more likely to be transmitted through oral sex on women versus men, the researchers said. Differences in hormone levels between the sexes could also affect the duration of an infection.
Smoking may suppress the immune system, leading to longer infections with the virus, the researchers said.
The researchers noted their findings are based on study participant's reports of their sexual behavior and smoking, which may not be completely accurate.
Researchers need to follow people over time to better understand the effects of age, gender, sexual behavior and smoking on the incidence and duration of oral HPV infections, the researchers said.
The study will be presented this week at the Multidisciplinary Head and Neck Cancer Symposium in Phoenix. The study and editorial are published online today (Jan. 26) in the Journal of the American Medical Association.

(Reuters) ? The financial conditions of many U.S. colleges and universities will likely not improve much this year, as states continue cutting funding for public schools, students become more price sensitive, and areas for other revenue remain stretched, a lead rating agency said on Monday.
"During the past year, public and political scrutiny of colleges and universities, both not-for-profit and for-profit, has escalated and we expect that the sector will remain under the microscope in 2012 and beyond," said Moody's Investors Services in a report outlining why it is maintaining a "mixed outlook for U.S. not-for-profit private and public colleges and universities, mirroring our 2011 outlook."
While undergraduates continue to enroll, "demand for some graduate programs and professional schools ... is softening," Moody's said, noting that "evolving demand trends for undergraduate and graduate programs highlight flight to quality and affordability."
Worries about affordability and unmanageable student debt levels are currently sweeping the country, as public schools push up tuition charges to compensate for fewer dollars coming from states.
"While state funding has been declining as a share of public university revenue for three decades, the declines of the last few years have been the sharpest ever," Moody's said, noting that 35 states expect to cut appropriations for four-year public universities this year.
Private and public colleges and universities are also under pressure from fewer donations and smaller research grants and contracts, especially from the federal government, Moody's found.
Many institutions are expecting their endowments to grow mildly this year, as well.
"For private colleges and universities that have weaker market positions and are less selective, we are observing clear signs of deterioration of net tuition revenue and growth of tuition discounting," Moody's said.

CAMP PENDLETON, California ? Military prosecutors worked for more than six years to bring Marine Staff Sgt. Frank Wuterich to trial on manslaughter charges that could have sent him away to prison for life.
But only weeks after the long-awaited trial started, they offered Wuterich a deal that stopped the proceedings and could mean little to no jail time for the squad leader who ordered his men to "shoot first, ask questions later," resulting in one of the Iraq War's worst attacks on civilians by U.S. troops.
The 31-year-old Marine, who was originally accused of unpremeditated murder, pleaded guilty Monday to negligent dereliction of duty for leading the squad that killed 24 unarmed Iraqi civilians in the town of Haditha in 2005 during raids after a roadside bomb exploded, killing a fellow Marine and wounding two others.
Wuterich who was indicted in 19 of the 24 deaths now faces no more than three months in confinement.
It was a stunning outcome for the last defendant in the case once compared to the My Lai massacre in Vietnam. The seven other Marines initially charged were exonerated or had their cases dropped.
Military judge Lt. Col. David Jones will hear arguments from both sides Tuesday at Camp Pendleton, Calif., before sentencing him.
Legal experts say the case was fraught by errors made by investigators and the prosecution that let it drag on for years. The prosecution was also hampered by squad mates who admitted they had lied to investigators initially and later testified in exchange for having their cases dropped, bringing into question their credibility.
In addition, Wuterich was seen as taking the fall for senior leaders and more seasoned combat veterans, analysts say. It was his first time in combat when he led the squad on Nov. 19, 2005.
Brian Rooney, an attorney for another former defendant, said cases like Haditha are difficult to prosecute because a military jury is unlikely to question decisions made in combat unless wrongdoing is clear-cut and egregious, like rape.
"If it's a gray area, fog-of-war, you can't put yourself in a Marine's situation where he's legitimately trying to do the best he can," said Rooney, who represented Lt. Col. Jeffrey Chessani, the highest-ranking Marine charged in the case. "When you're in a town like Haditha or Fallujah, you've got bad guys trying to kill you and trying to do it in very surreptitious ways. Marines understand it's a crazy environment. You've got to do the best you can with what you've got."
Marine Corps spokesman Lt. Col. Joseph Kloppel said the deal was not a reflection or in any way connected to how the prosecution felt their case was going in the trial.
The Haditha incident is considered among the war's defining moments, further tainting America's reputation when it was already at a low point after the release of photos of prisoner abuse by U.S. soldiers at Abu Ghraib prison.
It still fuels anger in Iraq today.
Kamil al-Dulaimi, a Sunni lawmaker from the Anbar provincial capital of Ramadi, called the plea agreement proof that "Americans still deal with Iraqis without any respect."
"It's just another barbaric act of Americans against Iraqis," al-Dulaimi told The Associated Press. "They spill the blood of Iraqis and get this worthless sentence for the savage crime against innocent civilians."
Wuterich, the father of three children, had faced the possibility of life behind bars when he was charged with nine counts of manslaughter, which now will be dropped. Besides now facing a maximum of three months in confinement, he could also lose two-thirds of his pay and see his rank demoted to private when he's sentenced.
.Wuterich, his family and his attorneys declined to comment Monday after he entered the plea. Prosecutors also declined to comment on the plea deal.
During the trial before a jury of combat Marines who served in Iraq, prosecutors argued he lost control after seeing the body of his friend blown apart by the bomb and led his men on a rampage in which they stormed two nearby homes, blasting their way in with gunfire and grenades. Among the dead was a man in a wheelchair.
In the deal, Wuterich admitted that his orders misled his men to believe they could shoot without hesitation and not follow the rules of engagement that required troops to positively identify their targets before they raided the homes.
He told the judge that caused "tragic events."
"I think we all understood what we were doing so I probably just should have said nothing," Wuterich told the judge.
He said his orders were based on the guidance of his platoon commander at the time, and that the squad did not take any gunfire during the 45-minute raid.
Many of his squad mates testified that they do not believe to this day that they did anything wrong because they feared insurgents were inside hiding.
Haditha prompted commanders to demand troops be more careful in distinguishing between civilians and combatants.
Former Navy officer David Glazier said the case shows such rules are essential to helping the United States prevail in an armed conflict.
"The reality is that this incident has had significant consequences for the U.S. in Iraq," said Glazier, a professor at Loyola Law School in Los Angeles. "It probably fueled the resistance and so it probably ended up costing additional soldiers and Marines their lives later on."

ZAGREB (Reuters) ? Croatia voted Sunday in favor of joining the European Union in 2013, shrugging off concerns over the economic turmoil in the bloc, according to preliminary official results of a referendum.
With 38 percent of votes counted, 67 percent had ticked 'Yes' to becoming the bloc's 28th member, the state electoral commission said, more than two decades after ?Croatia broke away from socialist Yugoslavia.
Turnout looked unlikely to breach 50 percent of eligible voters, but there is no binding minimum for the referendum to be deemed valid.
"This is a big day for Croatia and 2013 will be a turning point in our history. I look forward to the whole of Europe becoming my home," President Ivo Josipovic said after voting.
The EU has said Croatia can become its 28th member on July 1, 2013, after completing seven years of tough entry talks in June last year. It would become the second former Yugoslav republic to join, following Slovenia in 2004.
Opponents said the timing is all wrong because the EU is not what it once was, given the debt crisis threatening the single currency. Others complained they were unsure what membership will mean for the country of 4.3 million people.
Croatia broke away from Yugoslavia in a 1991-95 war and missed the bloc's eastward expansion in 2004 and 2007.
It saw strong growth in the past decade on the back of foreign lending and waves of tourists to its Adriatic coast, but its economy has been hit hard by the global economic crisis.
Analysts and government officials say a rejection of EU accession Sunday would bring down the country's credit rating, deter investors and further dampen any prospect of a quick economic recovery.

BEIRUT ? Syria rejected Monday a new Arab League plan aiming to end the country's 10-month crisis by calling on the government and the opposition to form a national unity government within two months.
The Syrian statement carried by the state-run news agency SANA came a day after Qatari Foreign Minister Sheik Hamad Bin Jassem Bin Jabr Al Thani told reporters in Cairo that the Arab League was launching a new initiative to solve the crisis.
The Syrian uprising began in March following popular revolts that overthrew long-serving leaders in Tunisia and Egypt. President Bashar Assad retaliated with a deadly crackdown that the U.N. says has left more than 5,400 people dead.
A statement issued by Arab foreign ministers after a Sunday Arab League meeting in Cairo called for the establishment of a national unity government within two months, in which the government and the opposition are included, and which is led by a figure of consensus.
The mandate of this government, said the statement, is to prepare for free parliamentary and presidential elections to be held under Arab and international supervision.
It also provides for Assad to give his vice president full powers to cooperate with the proposed government to enable it to carry out its duties during a transitional period.
SANA quoted an unnamed official as saying Syria considers the plan "a violation of its sovereignty and a flagrant interference in its internal affairs." It added that the plan comes as part of the "conspiracy Syria is being subjected to."
The Syrian government blames the violence in Syria on terrorists and armed gangs that it claims are part of a foreign conspiracy to destabilize the country.
The Local Coordination Committees opposition group also criticized the Arab League plan saying it gives the Syrian regime "a new opportunity, time and cover, in its attempt to bury the revolution."
The LCC said the Arab League should declare that it failed to end the crisis, and ask for help from the "United Nations to force the regime to comply with the demands of the opposition."
Arab League foreign ministers also extended the much-criticized observers mission for another month, according to a statement from the 22-member organization.
The Arab League faced three options Sunday: ending the mission and giving up its initiative, extending it, or turning the crisis over to the U.N. Security Council, as some opposition groups have urged. There, however, it would face a possible stalemate because of disagreements among permanent members over how far to go in forcing Assad's hand.
The mission's one-month mandate technically expired on Thursday.
Saudi Foreign Minister Saud al-Faisal told reporters that his country will pull out its observers because "the Syrian government did not implement the Arab plan." He urged Muslim countries, China, Russia, Europe and the U.S. to put pressure on Assad's government to stop the violence.
Saudi Arabia has been one of the harshest Arab critics of the crackdown, It recalled its ambassador from Damascus last year in protest.

KUALA LUMPUR, Malaysia ? Oil hovered above $100 a barrel Friday in Asia as signs of economic improvement in the U.S. and Europe were tempered by a rise in gasoline stocks, which suggests weaker demand for crude.
Benchmark crude for February delivery was up 28 cents at $100.67 a barrel at late afternoon Kuala Lumpur time in electronic trading on the New York Mercantile Exchange. The contract fell 20 cents to finish at $100.39 on Thursday.
Jobless claims fell, consumer prices were steady and the dismal home construction market showed more signs of life at the end of 2011, raising hopes that the U.S. economic recovery is for real.
Worries about Europe's debt crisis and future energy demand receded as France and Spain staged successful bond auctions, indicating investors have not been scared off by Standard and Poor's recent downgrades of countries that use the euro common currency.
Analysts said the positive economic news was tempered by the weekly U.S. oil inventory report. The Energy Department said Thursday that the nation's crude oil supplies declined about 1 percent last week but gasoline stocks rose 1.7 percent while demand over the past four weeks is down 6.1 percent from a year earlier.
"The market focused on the rising gasoline stocks which indicated continuing weak oil demand in the U.S. This has capped oil futures from gaining further despite some positive economic news from the U.S. and Europe," said Victor Shum, an energy analyst with Purvin & Gertz in Singapore.
Analysts say oil prices will continue to swing between gains and losses until there is more certainty about the direction of the global economy.
In other energy trading, heating oil rose 0.4 cent to $3.04 per gallon and gasoline futures rose 0.6 cent to $2.83 per gallon. Natural gas added 0.2 cents to $2.32 per 1,000 cubic feet.

MEXICO CITY (AP) ? Mexico enacted tough new rules Thursday to ban advertising of "miracle cures" for weight loss, sagging body parts and more serious illnesses like prostate ailments, chronic fatigue and even cancer.
Mexico has a long history of faith healers and home remedies, but the problem has come to a head in the last few years with a constant stream of ads on television for more "scientific" sounding creams that supposedly lift or enlarge breast and buttocks, magnets that help users lose weight, or pills and powders that cure gastric problems or diabetes.
In a country with levels of diabetes and obesity among the highest in the world, the combination of a sick population and fake cures can be deadly.
"This is a fraud," said regulator Mikel Arriola, whose Federal Commission for Protection against Health Risks is the agency in charge of regulating pharmaceuticals in Mexico. "It is a very serious public health problem, because people take these things instead of going to the doctor ... they lose time in getting treatment or getting cured."
Under the new rules, which take effect in 30 days, authorities can order media outlets to remove such advertising within 24 hours, and it steeply raises fines that can be levied on manufacturers and distributors that advertise the products.
The rules require that any product making a therapeutic claim will first have to prove it is listed in Mexico's pharmaceutical register. The register requires scientific proof of effectiveness and a scientific description of how the medicine or medical apparatus achieves its claimed effects.
That is probably not going to be possible for products like "Acu-Mag." Its advertising purports that when the tiny pad with eight bumps is placed in the outer ear and massaged a few minutes each day, it helps customers lose weight through what ads call "auricular therapy" ? an alternative medicine supposedly derived from acupuncture.
According to the manufacturer's published claims, the pad "helps you lose weight ten times faster than any other (method) ... eliminates anxiety, burns the fat on your body, improves digestion."
Arriola said the ad should no longer be able to air because it makes claims of medical treatment.
Nor should ads for an herbal supplement called Prostaliv, which promises to reduce prostate enlargement and urinary problems in two to four weeks. Similar claims are made for Mulunggay, another herbal extract that is touted as being able to "combat 300 diseases" and control diabetes.
Anyone with real health issues who relies on such non-working treatments could wind up getting worse, "and that represents a cost for the government," Arriola said, because public hospitals have to treat sicker people.
But he added that supposed "miracle cures" are seldom outright dangerous. "Mainly what these companies are doing is selling a placebo, and spending a lot of money on advertising to promote it."
Executives at two of Mexico's largest vendors of such cure-alls could not be reached for comment. An employee at one of the companies appeared not to have heard of the new rules, and the other firm had an incorrect phone number listed with the Mexican stock exchange.
Companies do appear to have been taking note of the government's plan.
Some already run small-print slogans with their ads stating that "this is not a medicine." Arriola called that "an evasive maneuver" and said such ads won't be exempt from the new rules if they still make medical claims.
And the marketing companies also appear to be moving into less-regulated areas, such as corsets in various forms that are "guaranteed" to give wearers a perfect figure instantly. Those ads could continue to run, in theory, as long as they don't make claims that the product is doing anything but hiding fat.
President Felipe Calderon announced the new rules as a sort of crusade against the power of deceitful advertising.
"Every day, at every hour, on radio, television and the Internet, in print media, the public is literally being bombarded with a huge quantity of ads for all sorts of products that supposedly have curative powers," Calderon said. "They put the health and economic well-being of the population at risk."

MAPUTO, Mozambique ? Nearly 500 people were flooded out of their homes in Mozambique's capital after a tropical depression brought torrential rain and high winds, city officials said Wednesday.
In neighboring South Africa, the flagship Kruger National Park was affected during the busy summer season.
The homeless in Mozambique were being sheltered in schools, churches and even on sports fields, city officials said. In the southern Inhambane province, officials said roofs were blown off 71 classrooms, seven teachers' homes and two offices at a school. SANAA, Yemen ? Secretary of State Hillary Rodham Clinton said Tuesday that the U.S. regrets that Yemen's president has not complied with agreements to leave the country and allow elections for a successor.
Her comments came as Yemen's foreign minister suggested next month's presidential vote could be delayed because of security concerns. A top ruling party official also told The Associated Press that President Ali Abdullah Saleh met with high-level security officials this week and decided to ask parliament to delay the elections until May 22, which would be a violation of the U.S.-backed agreement the president signed in November. The official spoke on condition of anonymity because he was not authorized to release the information.
"There have been agreements with respect to the way forward that have not been fulfilled," Clinton said during a trip to Ivory Coast. "We regret that the president has thus far failed to comply with his own commitments to leave the country, to permit elections to go forward that give the people a chance to be heard and be represented."
Saleh, Yemen's authoritarian leader of 33 years, agreed under pressure to a plan brokered by Yemen's Gulf Arab neighbors to transfer power to his vice president and hold presidential elections in February that will essentially rubber-stamp the vice president's takeover.
The agreement did not spell out that Saleh must leave the country. But Clinton's remarks appeared to confirm what Yemeni officials close to Saleh have told the AP ? the alongside the Gulf-brokered deal, Saleh made a "gentleman's agreement" with the United States to leave the country.
Saleh, however, may be having difficulties finding a country to take refuge in. And since the agreement was signed, there have been growing fears he may try to slip out of the deal and cling to power. The suggestion of a delay in the vote will feed those fears.
The Gulf initiative says that presidential elections are to be held on Feb. 21, and that Saleh will not be allowed to run. It was agreed that the only presidential candidate will be Saleh's deputy.
In late December, Saleh said he would leave Yemen to help calm the turmoil in his country, and made a request for a visa to receive medical treatment in the United States, but officials in his ruling party later announced he would stay.
Activists behind Yemen's nearly year-old uprising demand Saleh step down and stand trial for the deaths of hundreds of protesters. They are not happy with the Gulf-brokered agreement because it gives Saleh immunity from prosecution if he relinquishes power.
In an interview aired Tuesday on Al-Arabiya television network, Foreign Minister Abu Bakr al-Qirbi, a veteran of Saleh's regime, said it will be difficult to have presidential elections if the security situation is not resolved.
"I am one of those who would like the (presidential elections) to take place in this manner," he said. "Unfortunately, events have taken place, particularly with regard to security, that if they are not resolved ... will make it difficult to have elections on February 21."
Even before Yemen's uprising began early last year, it was already the poorest country in the Arab world with a weak central government, riven by tribal divisions and several separate conflicts.
Yemen is also home to one of the most active and dangerous al-Qaida branches in the world, which has already been linked to attacks on U.S. soil and in neighboring Saudi Arabia.
Al-Qaida militants have taken advantage of the turmoil in the country over the past year to seize control of several areas in the south, giving them a territorial foothold that could be used to plan and organize more attacks.
The opposition accuses Saleh of allowing al-Qaida-linked militants to overrun those areas to bolster his claims that he must remain in power to secure the country.
The United States and its western and Gulf Arab allies such as Saudi Arabia long considered Saleh a pivotal, though not entirely reliable, partner in the fight against al-Qaida. But the United States withdrew its support last summer and said Saleh should step down. Both the U.S. and its Gulf allies put heavy pressure on Saleh to sign the transfer of power agreement.
Clinton said the United States remains focused on combating terrorism in Yemen and "ensuring that al-Qaida does not gain a foothold in the Arabian Peninsula."
She spoke a day after a band of al-Qaida militants took full control of a town 100 miles south of the Yemeni capital Sanaa, overrunning army positions, storming the local prison and freeing at least 150 inmates.
The capture of the town of Radda on Monday symbolizes how much the militants have taken advantage of deteriorating security and a growing power vacuum during the uprising. The town in the province of Bayda is a key gateway linking Sanaa to Zinjibar, the capital city of Abyan province that has been under al-Qaida control for since last spring.
Dozens of tribal leaders from across Bayda met Tuesday with security and government officials to discuss the situation in Radda.
Sheik Saleh al-Awadi, who attended the meeting, told AP that the tribes have given security and government officials 48 hours to restore security to Bayda. He said tribal leaders told officials that the state is responsible for the al-Qaida takeover because they allowed it to happen. He said tribal chiefs also told officials the government should leave the province if they are unable to control the situation and that the tribes will handle the security crisis on their own.
"The tribes told the officials that they hold them fully responsible and that if the state is denying accusations that it has allowed a militant takeover, they are responsible for getting the militants out," al-Awadi.
The local head of the Republican Guard troops, a powerful force led by Saleh's son, told the tribal leaders that security forces did not allow the takeover and will send more troops from the capital to fight the militants, al-Awadi said.
Sheik Khaled al-Dahab, from Bayda, told AP that his brother, Tariq, is responsible for the al-Qaida militant takeover in Radda.
He expressed regret for his brother's actions and said he holds Saleh's regime responsible for giving his brother and other militants in Yemen encouragement and funds to grow more powerful in order to create shifting alliances that he could play on politically.
Al-Qaida-linked militants in Yemen are now in control of strategic roads and towns, including large swaths of territory, that span from the country's northern border with Saudi Arabia and stretch thousands of kilometers south to the Gulf Aden, creating a security dilemma that has forced tens of thousands of Yemenis to flee and others to live under al-Qaida rule.

SAN FRANCISCO -- Ross Mirkarimi, San Francisco's first new sheriff in more than three decades, called his swearing in last Sunday "one of the happiest days of my life."
Not a week later, the popular progressive politician undoubtedly had one of his worst, ending with a mug shot.
Mirkarimi was charged Friday with battering his wife, booked by the very sheriff's deputies he now commands. And if convicted on the misdemeanor charges, he faces the distinction of becoming the only sheriff in California prohibited from carrying a gun. He also would be required to attend domestic violence classes, pay a $400 fine and could be put on probation for up to three years or sent to jail for up to a year
The district attorney's office charged him with domestic battery, child endangerment and dissuading a witness ? charges he disputes.
"No one is above the law," District Attorney George Gascon told reporters after announcing the charges. "Whether this was the elected sheriff or any other San Francisco resident, this type of behavior is inexcusable, criminal, and will be prosecuted."
The investigation centers on a New Year's Eve incident in which Mirkarimi, 50, allegedly grabbed his wife, former Venezuelan telenovela star Eliana Lopez, bruising her upper right arm at their San Francisco home.
The sheriff's stormy first week in office followed a steady political rise, San Francisco style.
Mirkarimi, a member of the Board of Supervisors since 2004, won a close election in November to replace longtime progressive Sheriff Michael Hennessey. He was not backed by the deputies' union, but his name recognition and liberal politics helped him win the seat.
The Chicago-born son of an Iranian father, Mirkarimi has called San Francisco home for 27 years. He has master's degrees from Golden Gate University in Economics and the University of San Francisco in environmental science. He graduated from San Francisco's Police Academy and served nine years as an armed DA investigator.
As a county supervisor, representing a district that includes the Haight-Ashbury, Mirkarimi led the nation's first ban on plastic bags in grocery stores.
An advocate of legalizing medicinal marijuana, he was co-founder of the California Green Party and was the state coordinator for Ralph Nader's presidential bid in 2000. He became a Democrat a couple of years ago.
After the alleged domestic violence incident on Dec. 31, Mirkarimi's wife turned to a neighbor, who later contacted police. Authorities confiscated video the neighbor had taken of Lopez's arm and text messages between the two women.
Lopez later said in a written statement that the episode was "completely taken out of context." Mirkarimi, moments after he was sworn in, called the incident "a private matter, a family matter."
But on Friday, the somber sheriff appeared outside his City Hall office, telling gathered reporters that he would fight the charges and would not resign. "The charges are very unfounded," he said calmly.
Lopez, by his side, appeared dazed by the turn of events. "I don't have any complaint against my husband," she said. "This is unbelievable."
San Francisco is no stranger to political drama, even criminal charges being filed against high ranking law enforcement officials. In the "Fajita-gate" scandal of 2002, a late-night brawl by off-duty officers over fajitas led to the indictment of the police chief and his command staff on obstruction charges later found to be baseless.
"San Francisco is not Peoria; it's got a lot of colorful and checkered officials," said Peter Keane, a law professor at Golden Gate University. "You have supervisors who assassinate mayors. It's unfortunately part of the landscape."
The city is still scarred by the 1978 murders of supervisor and gay rights activist Harvey Milk and Mayor George Moscone by supervisor Dan White, who only served five years in prison then went on to commit suicide.
After his swearing in last Sunday, Mirkarimi said he would focus on the rehabilitation of inmates. "I do believe in the power of redemption," he told the Herbst Theater audience.
Noticeably absent from the ceremony were Mayor Ed Lee, Gascon and Police Chief Greg Suhr, whose officers were investigating the sheriff.
Lee has the authority to charge Mirkarimi with official misconduct and suspend him from office, according to John St. Croix, executive director of the city's Ethics Commission. After a hearing, the commission would make a recommendation to the Board of Supervisors about whether to reinstate him or permanently remove him from office.
"As elected officials, our primary responsibility and focus must always be to fulfill our duties to the people of San Francisco," Lee said Friday, noting that he would look at the facts and his options under the City Charter.
Gascon must believe he has a strong case going forward, said Robert Weisberg, a law professor at Stanford University.
"It may be hard for (Mirkarimi) to stay in office if this case goes to trial," said Weisberg, the director of Stanford's Criminal Justice Center. "You've got to assume that the police and the DA's office are being incredibly careful about this and really vetted this before going through. This just has great significance and sensitivity. These are not frivolous charges."
Mirkarimi's comments about the matter being private have added fuel to the controversy, which saw another odd twist when Lopez was photographed in the background of a City Hall rally on Thursday by the domestic violence groups protesting against her husband.
Lopez told a reporter she was just observing the rally as she was headed into the building to see her husband.
The women's rights advocates want Mirkarimi to step aside while the case is ongoing, and to resign if found guilty.
"It's like the fox guarding the henhouse," said Minouche Kendel, an attorney with Bay Area Legal Aid. "The sheriff should not be putting his political career over the safety of domestic violence survivors and their children in this city."

'The Artist' and George Clooney were among big winners Sunday night.

The 2012 Golden Globe Awards took over Hollywood on Sunday evening (January 15) with Ricky Gervais once again at the helm and all of Tinseltown in his joke-slinging sights. A much more staid affair than last year's show - save for some of the host's zingers and Seth Rogen's reference to his penis — the ceremony capped a long week of statuette-accepting and speech-giving ahead of next month's Oscars.
"The Artist" further solidified its spot at the front of the awards-season pack with three wins (including Best Motion Picture - Comedy or Musical and Best Performance by an Actor in a Motion Picture - Comedy or Musical) and "The Descendants" (Best Motion Picture — Drama and Best Performance by an Actor in a Motion Picture - Drama) showed that it could play the spoiler come Oscar night. The TV side was a more mixed affair, with no show dominating and high-profile wins going to newcomer "Homeland" (Best Television Series - Drama) and "Modern Family" (Best Television Series - Comedy or Musical).
