Italy downgraded, IMF says Europe behind the curve (Reuters)

ROME/ATHENS (Reuters) ? Standard & Poor's cut Italy's credit rating on Tuesday in a surprise move that increased strains on the debt-stressed euro zone, and the International Monetary Fund said Europe's leaders were failing to act decisively enough to resolve the crisis.

Analysts said the one-notch downgrade, citing poor growth prospects and political instability, was ominous for the global economy and would add to mounting strains on European banks as talks to avoid a Greek default dragged on.

S&P's rating is now three notches below rival agency Moody's, putting Italy below Slovakia and on a par with Malta.

"There is a wide perception that policymakers are one step behind the action, markets," IMF chief economist Olivier Blanchard told a news conference after the Fund warned both Europe and the United States could slip back into recession.

"Europe must get its act together," he said.

Italy's downgrade overshadowed signs of progress in Greece's negotiations with international lenders to avoid running out of money within weeks, and news that Brazil was willing to pump in $10 billion through the IMF to aid Europe.

"Italy is a much bigger deal than Greece," said Kathy Lien, director of currency research at GFT in New York.

Italian Prime Minister Silvio Berlusconi said S&P's decision did not reflect reality and his government was already preparing measures to spur growth.

"The assessments by Standard & Poor's seem dictated more by newspaper stories than by reality and appear to be negatively influenced by political considerations," Berlusconi said.

Under mounting pressure to cut its debt, the Berlusconi government pushed a 59.8 billion euro austerity plan through parliament last week, pledging a balanced budget by 2013.

But there has been little confidence that the much-revised package of tax hikes and spending cuts, agreed only after repeated chopping and changing, will do anything to address Italy's underlying problem of stagnant growth.

"We believe the reduced pace of Italy's economic activity to date will make the government's revised fiscal targets difficult to achieve," S&P said in a statement.

Europe has come under increasing global pressure to resolve a crisis that has seen numerous sovereign rating downgrades and financial rescues for Greece, Portugal and Ireland. A bailout of Italy would overwhelm euro zone resources.

Analysts said the crisis should be addressed by policymakers starting with the U.S. Federal Reserve Board meeting on Tuesday and Wednesday and the G20 and IMF/World Bank in Washington later in the week.

"I think it's going to necessitate some sort of action by the G20 this weekend," said Lien.

That leaves plenty of scope for disappointment.

The United States has heaped pressure on euro zone leaders to act more decisively but has received a decidedly cool response.

An EU document, obtained by Reuters, showed the bloc will call on China to boost domestic demand and on the United States and Japan to tackle their public deficits as part of global efforts to rebalance growth, suggesting there will be no meeting of minds in Washington.

A government official in Berlin said Germany would stress the importance of consolidating public finances, a rebuff to U.S. calls for Europe's stronger economies to provide more stimulus.

BANK STRESS

In the latest signs of stress on the banking system due to the debt crisis, three sources said Bank of China had stopped foreign exchange forwards and swaps trading with top French banks Societe Generale, BNP Paribas and Credit Agricole as well as Switzerland's UBS.

The Bank of China's decision reflected a broad unease about counterparty risk in the euro zone crisis, three sources with direct knowledge of the matter said.

French banks are among the most heavily exposed to Greece, which many economists expect to default at some point. Shares in SocGen and BNP were both down more than five percent.

A Paris-based source said German engineering giant Siemens withdrew an unknown amount in deposits from SocGen in July, although that was because of underperformance and not fears over the French bank's financial health.

And in a sign of growing funding troubles, commercial banks took 201 billion euros in the European Central Bank's main 7-day refinancing operation on Tuesday, the highest volume since early February.

The head of the European Central Bank, Jean-Claude Trichet, urged in a newspaper interview that European banks strengthen their balance sheets to improve their resistance to the crisis.

GREEK TALKS DRAG ON

A Greek finance ministry official said Athens was close to a deal with European and IMF inspectors on extra austerity measures to secure the release of an 8 billion euro loan instalment vital to pay state salaries and pensions next month.

The international lenders are demanding public sector job cuts, higher heating oil tax and more pension cuts to close a gap in this year's budget deficit due to a deeper-than-forecast recession and poor revenue collection.

Finance Minister Evangelos Venizelos held what Greece termed "productive and substantive" talks by telephone with senior EU and IMF officials on Monday after promising as much austerity as necessary to win a vital next installment of aid.

Experts were thrashing out details all day on Tuesday and Venizelos will confer again with the EU/IMF mission chiefs by telephone at 1700 GMT, his office said.

Italy, the euro zone's third-largest economy, has been dragged to the center of the debt crisis over the past three months as concern have grown about its ability to handle debt equal to 120 percent of GDP.

S&P cut its ratings on Italy to A/A-1 from A+/A-1+ and kept its outlook negative. The move was a surprise because the market had thought Moody's was more likely to downgrade Italy first. Moody's said last week it would take another month to decide on its action.

Brazil could make up to $10 billion of its own money available to help Europe through various channels, including the IMF, or by making bond purchases and has urged other large emerging market countries to provide similar support, an official told Reuters.

It has previously said it was in talks with the four other big emerging economies or so-called BRICS -- Russia, India, China and South Africa -- to make coordinated purchases of bonds of euro zone countries.

Brazil's contribution by itself would almost certainly be too small to make a major difference to Europe's debt and it will have a tough time convincing its risk-averse fellow BRICs to bankroll a European rescue no matter how the aid is structured.

At a press conference yesterday (Sept. 15), researchers using NASA's Kepler space telescope announced the discovery of the planet, which is known as Kepler-16b. Like Tatooine ? the home world of Luke Skywalker in the "Star Wars" films ? Kepler-16b orbits a pair of stars rather than a singleton like our own sun.

"We know now that, with very good likelihood, systems like this are common throughout the galaxy and indeed throughout the universe," said astronomer Greg Laughlin of the University of California, Santa Cruz, who was not involved in Kepler-16b's discovery.

Theory meets reality

But binary systems are complex environments, Laughlin said, where gravity perturbations can toss alien planets out into space or send them barreling into one of their double suns.

So Kepler-16b is an important find, showing that planets can both form and persist in binary systems. Computer simulations suggest that Kepler-16b's orbit will be stable for millions of years to come, said Laurance Doyle of the Search for Extraterrestrial Intelligence (SETI) Institute, lead author of the study reporting the planet's discovery.

Circumbinary planets thus don't seem to be novelty acts. Rather, their numbers might rival those of the one-sun planets, which we've hitherto regarded as "normal."

"There are about as many binary stars as there are single stars," said Kepler project scientist Nick Gautier of NASA's Jet Propulsion Laboratory in Pasadena, Calif. "Planets around binary stars could be very common."

Life on a planet with two suns?

The Saturn-mass Kepler-16b is not a good candidate for life as we know it, researchers said. But there's no reason to think that life couldn't take root in a binary star system.

For starters, if a gas giant like Kepler-16b can coalesce and stick around in such a system, then a smaller, rocky planet ? one more like Earth ? almost certainly could as well, researchers said.

"Most theorists believe that in order to build up to a Saturn-size planet, you need to go through a kind of rocky, icy, terrestrial phase first," Laughlin said. "So the fact that you have this planet there, very clearly there, in my view implies it's much more likely that circumbinary terrestrial planets are going to exist."

If such planets happen to orbit in the so-called "habitable zone" of their double stars ? the just-right range of distances that allows liquid water to exist ? then life as we know it might be watching a double sunset somewhere right now.

Of course, a binary system's habitable zone would be a little more difficult to nail down concretely.

"We usually think of the habitable zone as a shell, a sphere around a single star," Doyle said. "Well, in this case, the habitable zone is moving as the two stars get closer and farther away from the planet. So the whole habitable zone is this big, very dynamic thing."

UN approves Libya seat for former rebels (AP)

UNITED NATIONS ? The United Nations gave strong backing to Libya's former rebels Friday, handing their National Transitional Council the country's U.N. seat and then lifting and modifying some sanctions imposed on Moammar Gadhafi's regime.

The General Assembly's vote to accept the credentials of the National Transitional Council, which led the rebellion that ousted Gadhafi, gave its representative the right to speak at the United Nations. Libya's former deputy ambassador Ibrahim Dabbashi, who early on denounced Gadhafi and backed the rebels, addressed the Security Council hours later.

"Today is undoubtedly a decisive, historic day in the life of the Libyan people," Dabbashi said. "It is an indication that dictatorship has fallen, a period of terror, of denial of freedom, and of violation of human rights has now come to an end for the Libyan people."

"The fact that the National Transitional Council today takes Libya's seat at these United Nations indicates that a new page has been opened in history of the Libyan people ? a page that has been marked by the blood of Libya's sons," he said.

Dabbashi spoke after the Security Council unanimously approved a resolution establishing a new U.N. mission in Libya in response to a request from the NTC for help in establishing the new government.

The resolution also unfreezes assets of two Libyan oil companies, lifts a ban on flights by Libyan aircraft and modifies an arms embargo to allow Libyan authorities now controlling the country to buy arms "intended solely for security or disarmament assistance."

Under the resolution, the no-fly zone imposed in March after Gadhafi launched his crackdown on regime opponents will remain in place but be kept under review.

The resolution lifts the asset freeze on the Libyan National Oil Corporation and Zueitina Oil Company and modifies the asset freeze on the Central Bank of Libya, the Libyan Foreign Bank, the Libyan Investment Authority and the Libyan Africa Investment Portfolio. But the Security Council retained the asset freeze and travel ban against Gadhafi and key family members and regime supporters.

The resolution establishes a United Nations Support Mission in Libya for an initial period of three months with a mandate to assist the new government in restoring security and the rule of law, promoting national reconciliation and embarking on the process of writing a constitution and preparing for elections. The NTC did not request any U.N. peacekeeping troops.

The NTC easily won support in the General Assembly earlier Friday to take the Libyan seat held by Gadhafi's government for the past 42 years.

In addition to allowing Dabbashi speak in the Security Council soon after, the vote means that a senior council official will be able to join world leaders and speak for Libya at next week's ministerial session of the General Assembly.

"This has been an historic day for Libya and a very good day for the United Nations," British Ambassador Mark Lyall Grant said.

"We all stand witness to the birth of a new Libya," U.S. Ambassador Susan Rice said.

The resolution giving the NTC Libya's U.N. seat was approved by a vote of 114-17 with 15 abstentions, revealing divisions in Africa and Latin America over who should represent Libya.

Ahmed Omar Bani, a military spokesman for Libya's transitional government, said the U.N. decision proved that Gadhafi's regime was over.

"We are so proud because ... that means we are the right people who have the right to lead this country," Bani told The Associated Press.

The General Assembly's credentials committee had unanimously recommended that the former rebels be seated. Its chairman, Panama's U.N. Ambassador Pablo Antonio Thalassinos, said Mustafa Abdul-Jalil, who heads the NTC, had sent a letter seeking to take over Libya's seat.

But the committee's recommendation faced opposition from a left-leaning Latin America trade group, ALBA, that includes Venezuela, Nicaragua and Cuba among others.

Venezuela's U.N. Ambassador Jorge Valero, speaking on behalf of the group, accused NATO forces of carrying out "criminal air raids ... in order to install a puppet government" and said seating the council "would represent an abominable precedent."

The Southern African Development Community regional bloc also opposed giving the NTC credentials immediately, on the grounds that rebels did not yet constitute a government, but it failed to win support to defer the vote.

Egypt's U.N. Ambassador Maged Abdelaziz urged the General Assembly to seat the NTC, saying close to 90 U.N. member states have recognized the NTC as the only representative of the Libyan people. As Libya's neighbor, he said, Egypt "is the best witness of the most horrifying times that the people of Libya have lived as a result of an oppressive regime that ruled Libya for more than 40 years."

As of the morning of Sept. 14, political predictions markets are casting the Republican race for president as a two-person contest. The markets show Texas Gov. Rick Perry with a 37.9 percent likelihood of winning the GOP nomination, while former Massachusetts Gov. Mitt Romney's likelihood is slightly higher, at 38.9 percent likelihood. (These likelihoods are derived mainly as an average of the prices in the major prediction markets; I've explained the process in more detail?here.)

Perry had a quick rise to the top of the Republican primary race after he announced his presidential bid a month ago. Perry's rapid ascension through the GOP ranks reminded many commentators of Donald Trump's brief bubble of popularity in GOP polls during the summer--but the Trump and Perry candidacies diverge in important ways, as the evidence from traditional polls and prediction markets both make plain.

Five months ago, on the morning of April 14, national polls showed that Trump--who never announced an official presidential bid--was surging toward the top tier of aspirants to the Republican nomination. These polls, by CNN, Fox, and NBC/WSJ, respectively placed Trump in first, fourth, and second place among preferred Republican candidates. The surveys had Romney--at the time the race's?supposed frontrunner--in fourth, second, and first respectively. And the major poll aggregation sites had Trump trending into first or second place in the Republican primary.

But in retrospect, a good deal of the Trump bubble had to with contending streams of information about a high-profile candidate. For the purposes of analysis, we can group the kind of information circulating around any given candidate into three categories: There is, first, the information known to the average Republican voter; then there's the kind of intelligence about a candidate that circulates among people who are more informed about the political process; and finally, there is the vast array of knowledge about the candidate field that has not yet come into public view, and hence is elegantly characterized as "unknown." In category one, for instance, we find the casual perception of Trump as a popular TV personality; a comparable impression of?Romney would stem from his tour as Massachusetts governor. In the category of more restrictive and higher-value political intelligence would be the reports on the rocky state of Trump's business affairs and personal life; for Romney, a higher-tier of political knowledge might well concern his standing as a highly successful businessman. In the great "unkown" swath of information, meanwhile, we can group, well, virtually every item of political news between now and Election Day.

Prediction markets permit users to buy and sell contracts on who will prevail in upcoming challenges in politics or any other competitive sphere of activity, from the Oscars to major sporting contests. The players in markets trading in political predictions are typically clued into the second-level sort of political information. Polls, on the other hand, rely only on the information currently known to the average Republican voter. Another way to underscore this knowledge gap is plot it in rough chronological terms: Prediction markets will typically traffic in information that the average Republican voter does not know now, but will likely know by Election Day. In the Trump example, this dynamic meant that higher-value political information was generally neutral or positive for the other candidates, but negative for Trump.

This created a formidable ceiling in the prediction markets that Trump could never punch trough. Even though Trump was trending near the top of the polls this spring, the self-selected group of politically informed people who participate in the prediction markets never let him rise very far; he only reached the number four spot in the prediction markets, and even then, only held down that spot briefly. The markets were predicting that the public would learn what they know about Trump and then become less likely to vote for him, relative to the other candidates--and the later flameout of the never officially announced Trump candidacy seemed to bear out the market's predictions.

Perry is no Trump; he has risen to the top in the prediction markets, as well as the polls. This is an important indication that Perry is getting a serious hearing not just from GOP voters, but from political insiders as well. Still, the prediction markets are not quite so bullish on Perry thus far as GOP voters appear to be. Perry is way ahead in the polls (up by six, eight, and twelve points over Romney in the three most recent national polls), but only tied or slightly behind in the prediction markets. This suggests that even though political insiders are giving Perry his due as a legitimate candidate, they are still predicting that his relative strength will wane and Romney will close the race up before the end of the primary season.

Department of Mathematics and Statistics, James Madison University

The?Department of Mathematics and Statistics at James Madison University invites applications for?one or more?tenure track positions?in mathematics education?starting August 2012. Applicants should have?a?doctoral degree in mathematics education or?a?related area as well as extensive graduate coursework in mathematics and/or statistics.??Those with research interests in PreK-8 mathematics education are especially encouraged to apply, but other specialties will be considered.?Candidates should have demonstrated success in teaching and potential in scholarship and an interest in mathematics content courses for future teachers, including beginning and advanced courses for elementary and?middle grades concentrations.

James Madison University is a comprehensive, coeducational state university, located in the beautiful Shenandoah Valley of Virginia. Enrollment is approximately 18000.
